Trace system calls

I'm having a problem installing the HP OVO agent on a Windows 2003 server.

I think I've pinpointed the problem to opcsetup.exe.

I'd like to find something (like strace for Linux) that can trace all the system calls.

Anyone have any ideas? I've been searching google.com and deja.com and have found a few apps, but they all seem to fail.

If this is a windows installer package, you may get a little help enabling the windows installer debug, this helped me in some situations:
