Can a VLAN accept a connection from a host with different IP?

We have a vlan (VID 11) with IP address 172.19.11.2 255.255.255.0 an access point is connected inside this same vlan 11, we have several mobile computers connecting to this access point, but this mobile computers have static ip addresses from a different IP range 172.19.7.X so we are not getting a connection from this mobile computers. Can it be possible to communicate with them without having to change the IP address?

It depends on what kind of wireless solution you have. Most corporate solutions are controller based using lightweight access point where all VLANs are tunneled to the access point. With that setup  the clients and access points can be in separate VLANs.

 

If you are using a standalone access point then you have to trunk both VLANs to the access point and setup the SSID to use the VLAN of the clients in order for your setup to work. If not, the clients will have to change their IP setup.
