SSH Error

Dear Team,

I have two HP A5500-24G-4SFP switches and configured the SSH on both the switches. While trying to access them through SSH i am getting the below error. 

ssh_exchange_identification: Connection closed by remote host

Any idea on this issue?

ssh server enable

and

local-user user
 authorization-attribute level 3
 service-type ssh 

and

user-interface vty 0 4
authentication-mode scheme
user privilege level 3
