I take it to mean you want this to happen for incoming mail, not as the user 'reads' it.
Do you want this for a specific user, or for the 'entire system' ?
For a specific user, the ~user/.forward file is your best friend:
addres@to.forward.to
\user
For the other, I think you need to check what you end goal is supposed to be.

here is a work around
is it for a single user. if yes, create an alias for that user and have two entries one for local save and another pointing to the target email id where you want the mail to be forwarded.
