Check it using
#sar -u 3 5
the above command will show the sar output 5 times in three second

Check with vmstat/top/glance also.
Also find out the 10 cpu users with PIDs (to see any unusual processes):
UNIX95= ps -e -o pcpu -o ruser -o args -o pid|sort -nr|grep -v %CPU|head -10

Also, how are the VM's configured? And what are the VM OS's doing? have you looked on each VM OS to check what IT thinks is going on? i.e. are the VM OS's busy doing something heavy, ?
Use sar/top/glance on the Guest OS if it is HP-UX to see what the VM is doing.
