FTP takes more time to connect

I have reinstalled hp unix 11.11 in k 580 server and i can access the server from all Unix machine but it take a time more than the actual.when I try to connect from windows XP in not getting connected, as I suspect because of this time delay it was not happening . Can any body know how can we improve the connection speed on ftp, telnet in this server. It having 1GB of physical ram and 4GB of swap space also.

Did you change the IP address or FQDN?

Did you install the same or newer patches?

yes all the patches are installed as earlier.
