LAN interface state at boot

LAN interface state at boot

The following segment exist in the /etc/rc.config.d/netconf file and has existed there for a while. Why would this interface come up in state "up". I can't make this happen on any of the systems I can "play" with. Any ideas ?

IP_ADDRESS[4]="10.4.169.45"
SUBNET_MASK[4]="255.255.255.0"
BROADCAST_ADDRESS[4]=""
INTERFACE_STATE[4]="down"
DHCP_ENABLE[4]=0
