OvenView Problem

I have installed OpenView on my server with Windows NT 4.0, when I launch my Openview (http://myserver/ovcgi/ovlaunch.exe) at Windows 95/98 client , it doesn't work.
But in Windows NT client it's work.
Can anyone help me with this problem ..
