OpenVMS server as an IPP print client
We print from OpenVMS to networked HP printers all the time. We have a document imaging system that also accepts documents via an IPP interface, so any device that can print to an IPP printer can "print" directly into the document imaging system.
Can OpenVMS print to an IPP queue on either a linux or Windows-base print server?

What TCP/IP stack are you running? MultiNet and TCPware have symbionts that print to IPP printers. Though it probably could run on TCP/IP services, Process Software does not sell the symbiont as a separate product.

We're running HP's TCP/IP services, OpenVMS 8.3 on IA64.

TCP/IP Services doesn't know from IPP and RFC 2567 printing AFAIK, and there's no (obvious) freeware available for it.
Which means another IP stack, or using an intermediary for the printing, or using a printer with email or another protocol.
You could try aiming an lpr or telnet queue at another host; at a host that can relay to ipp.
Might also be able to use EXECSYMB and/or a port of something similar to http://sourceforge.net/projects/ipr-ipp to get close(r).
Or get one of the Process IP stacks.
