Problem with Oracle RDB database on VMS
We have a product (EDI) that make use of Oracle RDB database.
Right now there is some problem with the database and the (EDI) process is not able to read and write into the database.
What should I look into to trouble shoot the problem.

I would check 1st, if RDB is up and running and if the database is accessible:
- rmu/sh sys
- rmu/sh user 'database'
- mcr SQL$ ... attach .. select ...
- any errors in the RDMMON logfile?
Do you have any specific errormessages from EDI or did the process create a RDB-dump?
Oracle Metalink has a DCL procedure to analyse those dumps.

You should place a call with Oracle under your support agreement/contract. Alternatively, look at metalink.
Unfortunately, such vague questions as yours are almost impossible to solve. Try posting error messages, log files etc. Be prepared to be more specific when logging a tar with Oracle.

You trying to 'troubleshoot' the apparent 'RDB' issue will most likely not lead anywhere. You need to find someone, who does understand the DEC/EDI application !

How can we know which process has locked the data base and is processing the database.

Supposedly this DECEDI application is important to production and no toy right?
Please do yourslef, your company and OpenVMS a favor by involving professional support services, focussing on DECEDI first.
Do NOT waste time here now, but by all means do come back here if there is a concrete, specific question.
Excercise your DECEDI support arrangment!
Excercise your RDB support contracts!
Find a support company that can handle this task. I'm sure there are many, but some that come to mind (yes I have friends there) are www.sciinc.com and http://www.sysgroup.fr/fiche-expertise-openvms.htm and HP itself.
