You could try to set the maintenance switch to clear nvram first and check ilo again. Maybe the board is bad now.

Since both BIOS ROMs are bad, I assume the systemboard is bad and needs replacement.

Torsten may be correct and the box is bricked. Normally when they are bricked, they don't make it into the graphical POST process, they usually hang on the 1st text screen where the percentege is displayed as a number.
I think your only option at this point is to call support

Some explanation.
The system has a redundant ROM, this means 2 locations for storing the BIOS.
You have an active ROM used for booting and a backup ROM. If you update the BIOS, the new version will be written into the backup location and the backup becomes active, the active becomes backup. If the system detects a problem with the active, it switches to the backup. You can force this action either from BIOS itself (RBSU) or by setting the maintenance switches 1, 5, 6.
But if both ROMs are failed, your system cannot boot at all - bricked.

This system is even unable to write a new version from ILO update feature, so there is something really wrong with the board that can't be repaired that way.

SolutionRemove the battery and start server without it. After a couple of seconds the processor is initialized and the server is started in normal mode.
