Processor utilization issues

We're trying to implement an Oracle product on our ML570 server running Windows 2000 Standard Server, w/4 processors. This particular product is currently divided into 3 separate instances.

When we throw a heavy load at the server in one instance, there is a brief processor spike on the first CPU, then the rest of them start showing activity. No matter what we do, we can't get the processors above 40% utilization, even though processes are timing out and failing. However, when we throw a heavy load it in two instances, we start seeing CPU utilization of 75%.

We need to get more utilization from each processor for a single instance. Any suggestions?
