Proliant ML350 G5 power supply Problem

We have power off our Proliant ML350 G5 during 3 months, and now we want to restart the server, but the power supply does not restart, the back led is off. Before the power off, of this server we have never had a problem.

The server was always in my office with the oders equipment.

How I can restart the power supply ? I think is very currious comportment, electronic equipment usually can not die when not powered !
