Picked up a DL360 G10 Server with 64gb ram single processor, but as I go into the ILO under the Security Access Settings, there is no Network options to enable the virutal media. Would a Lifecycle Managment __> Decommission be warranted at this point or is there some cli level command that can be ran to get things to appear again?

Have you tried to Reset iLO to factory defaults?
Resetting iLO 5 to factory defaults
