Compaq taskmart c2000r

Manager tried changing the procesor to a PIII 600, did not work, replaced the original PII 450 prcessor and now the unit will not boot. It powers up but no video, not drive lights, but CD drive light continuely blinks. Do you have any suggestions. I have reseated the processor,PPM card, and all four memory simms. Any help will be appreciated.
