if i connect directly from switch to switch the link is getting up.Problem is i am connecting through a patch panel.

So, it confirms that your problem is a physical medium problem.
I don't undestand why it is a problem to cross your patch cord between the 8212zl and your patch panel.(Maybe fibers have been inverted when connected on your patch panel)
If you have tried with and without crossing your fiber patch cord, then it seems that it could be a problem on your fiber cable between the patch panel and your edge devices.
