Unable to apply Policy, Failed to add entry

I'm trying to add a number of VLANS and add them to policy based routing. 

It would seem I've hit a maximum of something because now I get the error: 

"Unable to apply Policy, Failed to add entry" and gives a line number and class of one of the classes, depending on how many lines of classes.

Anyone seen this?

What model switch to you have?

Can you please confirm us which model Switch you are using ?

And also if you are using any HPE Comware switches means, please share the output of display acl resource
