Caching for static content managements

Hi,

I heard someone saying that some application pulls files from memory and not from directory.
And hence the contents in directory may be different than running applications.

My understanding was cached files should not remain in memory for longer period and periodically check from directory locations.

Is this due to caching or some other technologies in static content management ?
