No, it comes with/from Oracle. You install it from/with the Oracle CDs.

Pro*C is Oracle's extension to the C compiler that allows you to easily embed SQL and other database functions into standard C code.
Whilst you need to get Pro*C from Oracle, let's be clear that it also has a dependency on HP C/aC++ Developers Bundle from HP in order to use it.
So in order to write and compile Pro*C or Pro*C++ code yo need:
Pro*C or Pro*C++ from Oracle
C/aC++ Developers Bundle from HP
