Re: Upgrade from hpux v2 to v3
Well there is always a talk about EMC clarion arrays and the most amusing feature of 11.31 which could be an area that you should consider. You can consult HP StorageWorks SPOCK and you will also see as mentioned before that the EMC disk storage is only qualified as interoperable which does not constitute full support {well there could be one keyword native multipathing}.
Here is the matrix for third party mass storage interoperability with HPUX 11i.

Check with Storage team about correct settings of SPC-2 and OSO7.

It's safe compared to 11.11 -> 11.23 update-ux
Don't forget upgrade SYMCLI.

Re: Upgrade from hpux v2 to v3
You should not use update-ux to do a major version OS upgrade. It does not work very well.
It works fine for updating the OE within an OS. It works very poorly for taking a system from 11.23 to 11.31.
I recommend you do a cold install to 11.31 followed by reinstallation of your apps. Also note, native multipathing is often good enough in 1131, negating the need for POWERPATH.
I manage 60 11.31 servers, mostly rx8640 and none of them use POWERPATH, in spite if SAN storage all being EMC.

Re: Upgrade from hpux v2 to v3
regarding the powerpath in 11.31:
In the doc "The Next Generation Mass Storage Stack - HP-UX 11iv3" is stated:
"Third-Party Multi-Pathing Products: Native multi-pathing affects the following third-party multi-pathing products:
SecurePath is not supported on HP-UX 11i v3.
PowerPath does not manage multi-pathing on HP-UX 11i v3.
VERITAS Dynamic Multipathing (DMP) does not support the agile view."
So according to this, there's no use of having powerpath in 11.31.
