nsrd won't start on legato single server build 7.1

Specs:
HPUX L-Series server
OS 11.11
Legato single server build 7.l

I'm having some trouble with this software. It installs okay. But when /sbin/init.d/networker start is triggered the nsrd daemon doesn't start. Other daemons start. Here is what starts:

I've tried starting nsrd manually, IE outside the startup script but it still won't start. I've looked at the logs directory IE /nsr/logs and none of the logs are populating with info.

/etc/rc.log makes it look like everything is starting okay.

stopping NetWorker daemons:
nsr_shutdown -a -q
starting NetWorker daemons:
nsrexecd
lgtolmd
nsrd
@osihpl02::super_ /nsr/res>

......But when I look at the daemons that are running I don't see nsrd.

Has anyone run across this?
