Putting a quota in place without coordination with the DBA will most likely lead to Oracle locking up and crashing.
Oracle is configured to take more space when it needs it.

The DBA can disable in Oracle the auto-extend for the datafiles. This way it will not grow.
However Oracle produces Archivelogs that could eat up diskspace. If you disable archive log creation, the Oracle is quite static, when it comes to diskspace.
Only the Oracle event logs could be growing but you could trim or rotate them every night...
Setting diskquota for oracle is not a good idea.
