telnet not working

Hi,

I am experiencing a problem. I am using hp-ux 11.23 ver. I am trying to log-in root user via telnet but could not able to connected it. whereas normal user has easily to connected it via telnet. can any one tell me valid reason behind it?

It seems root login is restrict through telnet.

check /etc/securetty file.

I have been checked out /etc/securetty file. this file was empty. now, what's next?

I just rename this /etc/securetty file to other name and than logged-in . It has worked. now i am able to log -in.
