Looks like it cannot be changed (according to the user guide), but
"...The user login provides access to the Identity and Status options, but not the Configuration,
Operations, and Support options."
From the fw release notes:
Fixed between versions 1050 and 1070
RMI login screen has been modified so a user-level login is not prompted for a password
