How to migrate server-side Outlook rules to new server?

We're migrating our MS Exchange 2003 to hosted Exchange 2010.

We replicated user's mailbox to the new server. We configured new profile on user's Outlook for working against exchnage 2010.
We tried to export/import Outlook rules (server-side), but import failed. As far as I understand, the problem is that rules use not folder name, but some internal ID for folders, and this folder ID is changing during migration.
So for my account I just manually reassigned target folder for all my rules, but I need some automatic solution for all users.

Any ideas?
