how to send mail using outlook auto ?

hi ,expert
I want to send mail using outlook command line automatically .I use 'mailto:mm@hotmail.com?subject=**....' , but I found this isn't automatically sending which need someone to intervene . how can I automate this sending ?
another , how to use an attachment ?
