HP Vicrtual Connect FlexFabric 20/40 F8 Module. 40Gb ports not linked

Hi all. I need help.
FlexFabric 20/40 F8 module is connected to Cisco 9396PX with 40GbE QSFP-CR4 DAC cabels 
VC Q1.1 port status is "Not Linked". From Cisco side also No Link
I have two such modules, two cables, both are connected to Cisco and both have this status. I don't know what to do with me
