Infiniband adapter doesn't support SR-IOV in infiniband mode.

I've created a SR-IOV device using the guide at https://mymellanox.force.com/mellanoxcommunity/s/article/howto-configure-sr-iov-for-connectx-3-with-kvm--infiniband-x but I've run into an issue in the windows guest. My device is a HP InfiniBand FDR/Ethernet 10Gb/40Gb 2-port 544+M Adapter. I'm trying to use the SR-IOV function in a Windows 10 guest in Infiniband mode. Below is the error I receive in the windows guest.
 

 

Slave_vf0_0_0: Driver startup failed because the hca could not be initialized.
Mellanox ConnectX-3 VPI (MT04100) Virtual Network Adapter (PCI bus 11, device 0, function 0): SR-IOV cannot be enabled. The device does not support SR-IOV in InfiniBand mode and cannot be used when one of the ports is configured to use InfiniBand.  In order to resolve this issue please set the port type of the HCA to Ethernet.  For more details please refer to product user manual.

 

 
Both the firmware and drivers are up to date but I can share those if required.
Is this device an exception that doesn't allow infiniband while while being used as SR-IOV virtual function or am I doing something wrong?
