This is an old thread, but just wanted to chime in since it was a big issue with me.  We were having flapping on the HPE passthrough modules and would randomly have ports not come up after a machine restart.  We ended up upgrading the passthrough firmware to version 1.0.12.0 and it fixed all the flapping.
