OA connectivity
I have given my OA a static IP, and can ping from my workstation, but not able to access via my browser. Any ideas?

If there is a ping, there should be no problems accessing it.
Are you using some kind of proxy?
Try deleting the cookies.
Is the issue seen with opera and firefox?

No, there is no proxy, and I am using IE. I have made a request to our network engineers to set the port to "auto" since there is no where to set the link/duplex on the insite display. Als no place to set my DNS server(s) and WINS server(s).

I assume you can telnet or ssh to OA from the same client. Correct me if i am wrong.
Please try the following:
Click on internet options.
Select Connections, Click on LAN Settings.
Click on Advanced, in Proxy Settings page under Exceptions give the OA IP "x.x.*".
