As you know, the proxy redirect will intercept traffic destined to a particular port and automatically proxy it without any changes to the client.
These things can obviously be difficult to configure, I'd recommend you contact your procurve rep about it to see if they can help, otherwise support may be able to assist in checking your config.

It acts as a transparent proxy. It's main purpose is to give web access for clients that are not configured correctly. It's designed for guests that have come in and don't have the proxy settings configured correctly for your network.
Regular users should set the proxy in their web-browser settings, either manually or automatically using PAC or a group policy.
If all users were to rely on the proxy redirect, the 720wl's performance would eventually suffer as it has to intercept each and every packet on those monitored ports (e.g. 80:8080:3128)

Also I'd recommend you update to the latest software 4.4.0.50, it has a few enhancements to the HTTP proxy feature.
