Internet downloading

Hello .I have Lap-top hp pavilion dv2000 and I am using Mozilla 3 as Internet E.I have problem with downloading files.When I start to download he immediate close Mozilla and he says "This download has been blocked by your Security Zone Policy-rarlab.com".So I tryed with google and found answer:

1.open Internet Explorer
2. Select Properties. The "Internet Propereties" window will open
3. Select the Security tab.
4. Select the Internet zone and click the Custom level... button.
5. Scroll down to the option, Launching applications and unsafe files (under "Miscellaneous").
6. Select Prompt (Recommended).
7. Click the OK button.

I tryed that for the moment he download that file after that I start to downlaod other file he start again with closing Mozilla without the answer why.
I have this problem wen I get this Lap-top from my friend and also with internet web page samo page start to open same not.So I start with using Mozilla and delete Java and downalod Java fom another com. I install new Java and Mozilla start to open each page on internet the only problem is downlaoding .
