does anyone here know of some downloadable telnet server software that
can be run in the background (not in the taskbar) and can also
activate at startup. When I did linux, I found that this is how most
of the servers did work, but all of them that I have run into for
windows so far have all been windowed and need to be started manually.
P.S. I am aware of the telnet security issues, but I am only going to
use this on my private lan. thanks in advance.

What version of Windows do you want this for? NT, 2K & XP all have the concept of services which run in the background and there is a way to run most programs as services so you wouldn't have to start them manually.
www.winsite.com has two telnet servers. One for 98/ME and one for NT.

Haven't tried them so can't tell you if they would work for you. Have you considered using one of the remote control program such as pcAnywhere? Most people don't bother with telnet to a Window box because there are so few things you can do from the command line. There are several freeware versions.

Thank you, this look alot more like what I want. Do you know how to make the dos telnetd window to run hidden?
