basic password access to 9552 wireless open syst

I am setting up a very open wireless network, almost public. The traffic is isolated from any critical systems and the AP's themselves have private IP addresses. However, I would like for clients connecting to the AP's to require a simple sign on like a password that can be periodicaly changed and I cannot see how to do that outside of a RADIUS systems. Any help would be greatly appreciated.
