Clustered Mobility Domain

Hi.  I am having a major problem with a clustered Mobility Domain.  I have added 6 WX2200 to a clustered domain with 120 licenses on each controller.  The issue I have is with the Access Points not spreading evenly across the cluster.  Out of 352 Access Points, 186 of them are trying to stay on the primary controller, and the rest are randomly applied to other controllers except 2 controllers which have no access points at all.  Does anyone know what is going on?
