huh? Best I know the ds2120 is a dumb scsi enclosure with no control what so ever.
You may be able to let the drives plugged into it spin down, depending on the exact drives, but you can not shut down the enclosure.
Unless of course it you have it hooked up to an external interface like I have. In my basements I have a DS2100 connected to a http://www.corpsys.com/store/prodinfo.asp?number=LPC2
So I can use perl scripts or a web browser to power up my storage arrays and switched when I feel like it. :-).
If this does not address your problem, then please explain what a DS2120 is and how or why you expect to be able to control it.

All DS21x0 are dump SCSI enclosures.
Shutdown the server, switch off the enclosure - that's it.
