Invisible toolbar in new forum

Is anyone else having the problem where the toolbar is invisible when creating a new post?

I've noticed at least one other forum member couldn't figure out where it is, so I know its not just me.

IE10 has the problem.  Chrome is ok.

Works fine for me with firefox 42.0.

Though initially the second line was way off to the right but was fixed.
