I haven't worked on 3PAR splunk integration. So, can't assure on exact 'how to'.

setsys RemoteSyslogHost <Splunk ip>

setsys RemoteSyslog 1

enables basic syslog to splunk-connectivity of your 3PAR. You can connect you sps to splunk as well, and I think there are some advanced topics (audit oder security syslog stuff) as well.
