HPE SSMC 3.8.4 upgrade doesnt work

copied the 3.8.4 version form 

https://myenterpriselicense.hpe.com/cwp-ui/product-details/SSMC_CONSOLE/3.8.4/sw_free

This version will not upgrade using the Administrator Console in ssmc 3.8..2..1..9.  gives me the file isnt a .star format or is corrupt.  I have downloaded three times and all three come back as not able to read the iso.
