Most software, but not all, has been changed with 11i from Tiers to per processor licenses, and be aware that OpenView products have their own tier structure compared to that of the software tiers from the other middleware products for HP-UX. OpenView has a different structure because their product are not only for HP-UX, but for SUN, IBM, etc.
With respect the tpmC, it will depend on the processor and it's speed. The new pa8800 processor are not likely to have published numbers at this time, specifically, the rp7420-16 and rp8420-32 (900MHz or 1 GHz).
The tpmC for these new systems could double the results (pure speculation) from the prior pa8700+ models, since they have twice as many processors that are each faster. Just remember that in the real world (your specific use) that disk I/O, memory, or network could be your limiting factor in performance.
