Unable to perform update of DTC configuration

I am trying to add one modem to K series/HP9000 via DTC 16TN.

The rear panel of DTC 16TN is 1-7 direct, 8-15 modem. The modem is connect to port 15 via MUX board. After i choose B,15,F5,and press "Configure Port Parameters", i got following error message,
*****ERROR
<110>: Unable to perform update of DTC configuration. Repeat the action after logging enabled.

After enable log, i repeat again. In the log, there is any valuable information.

Then i stopped the OCD process, no any help.

Does anybody encouter this trouble before ? Thanks in advance.
