Hello,
In order to be able to fully answer your question it would be better if you provide the exact model and firmware version of your switch. Because there are ProCurve switches that dont support CLI. Also depending on the model and firmware version there are different layouts of the web user interface.
If you are sure that your switch supports CLI you can access it very easily using a Terminal Emulation Software like Putty, Tera Term and many others. Simply enter the IP address of the switch and select Telnet as access method. Telnet is enabled by default on all ProCurve switches, SSH may not be enabled on some models.
