Alert for high port utilization

On a fairly regular basis we hit our internet bandwidth cap.  We only have a 10Mb connection. Our whole infrustructure consists of ProCurve switches.  What I want to do is create an alert if a port goes above 5% utilization (about 50% of our internet bandwidth).  If it can't be done from the switch itself is there some kind of command I could script to get the info over SNMP or another similar method?
