The switch has 2 management users with different privileges ( access manager and operator) 
Is it possible to add another user with read + permissions in addition to the existing one, which means that in the end there will be 3 users

I believe you can add multiple users with read and write permissions.

Add another manager with different user-name.

Trying with Aruba 2530 version YA 16. it seems that you can configure many users with manager or operator priviledges  the command uses user-name , so you can have different managers or operators  with same priviledges.

I am using password manager user-name command

i solved this problem with aaa

attach a sample

create a group - it-mng and user test

aaa authorization group "it-mng" 100 match-command "configure" permit

aaa authorization group "it-mng" 200 match-command "telnet" permit

aaa authorization group "it-mng" 300 match-command "enable" permit

aaa authorization group "it-mng" 400 match-command "any" permit

aaa authentication local-user "test" group "it-mng"
