Laptop gets a DHCP address, other devices do not.

Laptop gets a DHCP address, other devices do not.

We have primary and secondary  DHCP servers connected into a 5308 - same card, same VLAN.  If I connect a laptop to another port on the card configured for that VLAN it pulls an address without an issue.  If I hook up another device (Cisco RVS4000 or other switch/router) on that exact same port the laptop was on, it does not.  The DHCP server is seeing the request and sends a lease, but a trace shows that the lease offer never gets sent out of the port that the RVS is connected to. I have a feeling I'm missing something easy here, but for the life of me I can't figure it out.
