Management of Member in Cluster

I have two 3600 series switches connected using the stacking kit. The switches see each other and are talking fine. The only issue is that I cannot make changes on the member switch. When I click on the switch and select manage, it takes me to a web page that doesn't load on port 51201.   Is there a basic process that needs to be followed to allow you to manage the member switch?  I went through the instructions and I think I have done the required steps but I'm clearly missing something.
