Mitel and VLANs on 2520-24 POE

We are installing Mitel VoiP and decided to change to POE switches. I have 4 vlans
default vlan 1
vlan 20 Engineering 192.168.20.0/24 g/w 192.168.20.1
vlan 21 Management 192.168.21.0/24 g/w 192.168.21.254
vlan 99 VOIP 192.168.99.0/24 g/w 192.168.99.254

The dhcp server issues just fine for management and engineering. The goal is to have engineering untagged, and voip tagged on each end-user port.

All the mac's are entered into the Mitel 5240 for each endpoint. When I connect a phone(endpoint) to the switch port, it stays in dhcp discovery, never gets an ip, with vlan 99 set to the phone.
If I take out the vlan 99, then the phone gets a ip from vlan 20.

Anyone know if I have to set the port up as a trunk or just tagged and untagged.

For vlan 99 you need to add the function 'voice' to enable LLDP-MED. Phone wil recognize/configure itself automatically in the right vlan.

#vlan 99 voice
' tag all ports where you want to connect a phone, for example port 1 to 12
(vlan 99)# tagged 1-12

hanks, I added that with no change.
Here is the config and layout

VLAN99 is for VoiP

The Mitel is on port 19 of the layer-3 switch. We are using the external power brick for now instead of the POE switches, just testing on the core switch.

If I set the phone port 10 to untagged 99 it works great, gets a 192.168.99.xx IP, except there is no option for the PC on vlan21 or vlan20.

Here are my notes for setting up a POE switch for our mitel systems:

Vlan 1 name Data (rename vlan 1 to Data
Vlan 101 Voice (Create vlan 101)
Vlan 101 name voice (rename vlan 101 to voice)
Vlan 101 (get into vlan config menu)
Tag a1-b24 (or tag 1-24) (tagging all ports)
