Network issue with QinQ with Cisco through Procurve

Hi Guys,
I'm trying to setting up a Lab(see the attached file) and i have an issue with QinQ through an Hp ProCurve.
If i only connect the HP 2520 between the Switch B and C, it's working fine: STP and CDP are working and PC1 can ping PC2 through vlan 400. But if i replace the 2520 by a e2620 with the same config and cable connections than the 2520, PC1 can't ping the other. The tunnel does not seem to be UP and STP can't pass the tunnel. Weird
The only working thing is if i do a SHOW CDP NEIGHBOR on Switch B, i can see the Switch C at the other side of the tunnel. Vlan 402 pass fine through the tunnel, but Vlan 400 and vlan 401 passing through the tunnel, dont work.
I would like to know why it's not working with the HP e2620. I can't see where the problem is.
