Procurve 1405-16G downstream switching

I have a Procurve 1405-16G switch installed as the main distribution point for my network. I am trying to install small workgroup switches downstream to split the network to multiple machines. I am unable to get an IP address on the machines connected to the workgroup switches. It seems like the Procurve switch is blocking these connections. Is there a way to fix this?
