procurve 2920 stacking issue
I'm having an issue with three Procurve 2920-48G switches. All switches are on firmware version 15_12_0010.
No config on any of the switches
each switch has a stacking module installed, green light showing on all of them, the issue is that the stacking ports never seem to enable, never get a light on them when the cables are connected. Only time they ever light up is when the switches are power cycled.
Ive tried initially with just two switches with a cable connected to both port 1 connections and anothe cable connected to both port 2 connections.
Booted the first switch to be the commander. Checked the stacking status which shows it being the commander, active and Chain connection even though the stacking ports show no connection.
Boot the second switch which does exactly the same as the first. Commander active and chain.
Ive tried reseting and repeating. Manualy setting the ID for each switch and priority which achievs the same result.
Ive stacked switches in the past using stacking modules and not had any issues so not sure whats going on with these.
any help would be appreciated.

# sh stacking stack-ports

for three members it should be like this:
1/1->2/2
2/1->3/2
3/1->1/2
